ENQA General Assembly 2011 Bucharest, 6-7 October 2011

The ENQA General Assembly will be hosted by the Romanian Agency for Quality Assurance in Higher Education (ARACIS), during 6-7 October 2011, at the National Military Center, str. Constantin Mille Nr. 1, Bucharest. The General Assembly is open to all ENQA members, associates, affiliates and invited guests.

The first day of the event is reserved for presentations and discussions about ENQA current and forthcoming projects, and about issues regarding Quality Assurance in European Higher Education. Addresses will be made by Achim Hopbach (President of ENQA), Fiona Crozier (Vice-President of ENQA), Josep Grifoll (ENQA Board), and Daniel Funeriu (the Romanian Minister of Education, Research, Youth and Sport). The general Assembly of ENQA (Finland) will take place at the end of the first day.

The second day will be reserved for all organisational and administrative matters (including the election of a new ENQA Board) of ENQA aisbl (Belgium). For further information, please consult the programme of the event.

On January 28, 2011 The Quality Barometer 2010 - Status of Quality in Romanian Higher Education was launched in Brașov, in the presence of the rectors of universities, their representatives and other personalities in the field of Higher Education. The Quality Barometer 2010 is a result of activity 2, Quality Assurance in Higher Education, in the project financed by the European Social Fund within the Sectoral Operational Programme for Human Resources Development, entitled “Quality assurance in the Romanian higher education in European context. Development of academic quality management at system and institutional level” (contract no.: POSDRU/2/1.2/S/1), project implemented by ARACIS in partnership with the European University Association (EUA). The authors of this work are, in alphabetical order: Bogdan Florian, Iulia Gheorghiu, Marian-Gabriel Hâncean, Andrada Istrate, Adrian Miroiu, Mihai Păunescu, Valentin Stanciu, Alina Tăriceanu, Claudiu Tufiș, Lazăr Vlăsceanu, Bogdan Voicu.

The Quality Barometer is at the second edition, being realized annually. It represents an analysis of different data sources, consisting of national panel surveys on populations of students, teachers and employers, as well as in-depth interviews with students and other key actors in the Romanian Higher Education system. This paper provides an analysis of the quality status at system level and it’s not related to quality status of certain organizations of Higher Education, but their assembly. During 14-16th October 2010, the Second International Conference Institutional Strategic Quality Management – ISQM 2010 took place in Sinaia, under the patronage of Romanian Agency of Quality Assurance in Higher Education (ARACIS). This conference was financed from the European Social Fund within the Sectoral Operational Program for Human Resources Development entitled “Quality assurance in the Romanian higher education in European context. Development of academic quality management at system and institutional level” (contract no.: POSDRU/2/1.2/S/1).

More than 120 experts of Quality Assurance in Higher Education from Romania and 17 other countries came at Sinaia. In the same time, international organizations like European Association for Quality Assurance in Higher Education (ENQA), European Quality Assurance Register for Higher Education (EQAR), European Network for Accreditation of Engineering Education (ENAEE) were represented at ISQM 2010 Conference. Romanian participants came from public, private, Military, Art, Engineering, Economic universities.

Conference agenda included activities organized in numerous parallel sessions. Most conference papers analyzed the challenges and problems generated by Quality Assurance in Higher Education, in Romania and in other countries. In the same time, the papers focused not only on aspects concerning Quality Assurance in Higher Education, but also on many concepts concerning organization and functioning of the education process, in the broader framework of Bologna process. The scientific level of the papers and discussions was considered high by the majority of the participants.

A special interest presented the Round Table „Accreditation and recognition of the joint study programs”, during which the participants shared from the experience of their universities and talked about the future of accreditation of joint programs.

ISQM 2010 Conference represented a good opportunity to exchange ideas and good practices in the domain of quality assurance. The main purpose of the event was to achieve a high level concerning the quality and formation of qualitative workforce, qualified and competent. ARACIS expectations refer to the practical application of the presented ideas, in order to achieve a culture of evaluation and a culture of quality in Romanian higher education.

The Romanian Quality Assurance Agency for Higher Education (A.R.A.C.I.S.) informs its stakeholders that on 2 June 2009, the Executive Board of the European Association for Quality Assurance in Higher Education (E.N.Q.A.) brought forward the A.R.A.C.I.S. external evaluation report drawn up by the team of international experts coordinated by E.N.Q.A.

After analysing and discussing the report, the E.N.Q.A. Executive Board approved to grant the full member status of this association to the Romanian Quality Assurance Agency for Higher Education (A.R.A.C.I.S.), for a five-year period, as it ascertained that the Romanian agency is substantially compliant with the European Standards and Guidelines for Quality Assurance in Higher Education (E.S.G.).
We remind that A.R.A.C.I.S. has also received very favourable judgements as a result of the external evaluations previously carried out by the European University Association (EUA) and by the European Students’ Union (ESU).

ENQA International seminar, hosted by ARACIS

During 12-13 March 2009, the international seminar entitled “Quality assurance of post-Bachelor degree academic studies” took place in Brasov, under the aegis of ENQA and ARACIS. Within this seminar, a number of 60 participants, representing speciality agencies in Europe – members and associated to ENQA, as well as universities in Europe and Romania, have discussed issues related to the evaluation of academic studies in cycles II and III.

Conference to launch the programme “Quality assurance in the Romanian higher education in European context. Development of academic quality management at system and institutional level“

This project’s direct aims are the priorities of the sectoral operational programme for human resources development by actions for the system, as well as by actions meant for improving institutional capacity: quality evaluators, development of the management staff in universities, decision-makers and those involved in policy-making. This project wishes to develop and strengthen a positive bias of the academic community with concern to the process of quality assurance in higher education (issues such as the joint understanding of basic concepts, of values, principles and mechanisms etc.), especially from the perspective of the European context which is extremely prolific in this area. Additionally, the project also wishes to develop practical aspects of the quality assurance process by: providing higher education institutions (HEI) with a real support in drawing up and implementing efficient internal quality assurance systems; encouraging the external framework of fulfilling a continuous requirement – quality assurance at system level.

The conference’s agenda comprised a series of presentations delivered by the team of project activity coordination, as well as a press conference.

Final Conference of PHARE TVET 2005 Project

During 13-14 October 2008, took place at Sinaia the final conference of PHARE TVET 2005 Project, where ARACIS is a partner concerning higher education.

The project results were presented, in compliance with the Terms of Reference. Prof. Ioan Curtu, Eng., Ph.D., ARACIS President, delivered a presentation on the project and ARACIS involvement in attaining its results with concern to quality assurance.

Site visit in Great Britain

During 6-10 October 2008, a site visit took place in Great Britain, within PHARE TVET 2005 Project, meant to provide exchange of experience between decision-makers in the field of quality assurance in the Romanian higher education with correspondents in the UK.
The visits’ schedule included meetings with QAA president, Prof. Peter Williams, former ENQA president, Director of International Relations within UCAS – the central Entity in Great Britain by means of which enrolment for all British universities is carried out, Director of HESA– Higher Education Statistics Agency in Great Britain, the Pro-rector and dean responsible for quality assurance at the University of Gloucestershire, as well as the pro-rector at the University of Bristol.
ARACIS representatives were present from the Romanian team, as well as staff representatives of universities involved in PHARE TVET 2005 project.
