Mr. Dobrescu has been Head of department – Robots and Production Systems- Faculty of Industrial Engineering and Robotics – Polytechnic University of Bucharest since 2012 and a university professor since 2014. He has been also the President of the National Authority for Qualification since 2015.
During his career he has obtained several certificates in his field of expertize, such as in Advanced processing technologies, processing of fragile materials used in the electronics industry (germanium, silicon, ceramics), „Federico II” University of Naples, Italy in 1996, for an Advanced course „Entrepreneurship for the 21st Century – Intel Innovation in Education Umbrella” course taught by professors from the University of California at Berkeley, U.S.A. in 2006 and also a certificate for Technology Entrepreneurship Education: Global Faculty Colloquium ” / university management, University of California at Berkeley, U.S.A. in 2007.
He has been a member of the National Council for the Financing of Higher Education since 2011 and Assessor of the Romanian Agency for Quality Assurance in Higher Education since 2014.
Mr. Dobrescu has been involved (as researcher) in a number of projects with European funding relating to adult education sector (such as National Coordinators for the Implementation of the European Agenda for Adult Learning, EPALE National Support Services for Romania, European Qualifications Framework –National Coordination Point (EQF-NCP), EQF Databases –Support for European Qualifications Framework –National Qualifications Databases). Overall, he has been involved in 50 projects.
He is also member in several working groups at European level (such as EQF AG, ESCO) as well as in various working groups and committees at local level involving adult education and training, higher education and professional development.
Mr. Dobrescu is the author of various scientific papers, articles and publications on engineering as well as of several articles and publications related to adult education sector. He has published over 120 articles in international scientific journals and conference and 35 books.
