
Since 2024, Horia Onita is serving as the Head of the European Higher Education Area Secretariat (EHEA Secretariat), held by Romania and the Republic of Moldova until the 2027 Iași – Chișinău Ministerial Conference. Horia has been active for 10 years in quality assurance of higher education, as President of the European Students’ Union (2023-2024) and Vice President of ESU (2022-2023), President of the National Alliance of Student Organisations in Romania (2020-2022) and member of ARACIS Council (2020-2022). Through his leadership roles, he was a representative in the E4 group, member of the Board and Treasurer of EQAR, member of the Thematic Peer Group on Quality Assurance within the Bologna Follow-Up Group, co-chair of the Tirana Communique Drafting Committee and of the Working Group on Social Dimension, student representative at the Council of Europe Steering Committee for Education and OECD Group of National Experts in Higher Education, member of the ENQA Working Group on Academic Integrity, EQF and Europass Advisory Groups, Eurostudent Steering Board and others.
Horia was engaged in external quality assurance reviews and QA-related projects and conferences, and published articles spanning topics from QA to social dimension, student-centred learning, and digitalisation.
Horia has a Bachelor of Laws and LLM and is currently enrolled as a PhD student at the University of Bucharest.
