
Mădălin Bunoiu has a distinguished career in higher education and scientific research, with extensive experience in quality assurance, academic strategy, and scientific innovation. Currently serving as Pro-Rector at the West University of Timișoara (UVT), he oversees the institution’s research, development, and innovation strategy, technology transfer, sustainability efforts, and relations with the diaspora. His academic and administrative career spans over two decades, with prior roles as Pro-Rector for Academic Strategy and Student Relations and Chancellor of the Faculty of Physics at UVT. He is a physicist, specialized in materials science, crystal growth and characterization and educational physics. Since 2014 he was member of the Council of the Romanian Agency for Quality Assurance in Higher Education (ARACIS) and since January 2022 to December 2023 he was the president of ARACIS.
Mădălin Bunoiu is member of the Romanian Consultative College for Research, Development and Innovation since June 2, 2014 and the president of this board since July 2014. The Consultative College for Research, Development and Innovation is the main advisory mechanism related to the research strategy of the Romanian Ministry of Research, Innovation and Digitalization. He is also the Romania representative to European Science Advisors Forum (ESAF), a non-formal network consisting of advisors, experts and scientists that hold advisory mandate from their government and have a responsibility to provide scientific advice to their government or help arranging it. In October 2024, he was elected as the president of the Performance Evaluation Commission for the integration of scientific research and technological development of research organizations in Romania (a structure whose objective is to evaluate, from the perspective of research activities, all research institutions from Romania – universities, national research, development and innovation institutes and the research institutes of the Romanian Academy) by the 28 members of this commission, members selected following a complex process that including an interview with the two state secretaries minister responsible for the research activity of the Romanian Government.
Mădălin Bunoiu has an important experience in academic management gathered as vice-dean of the Faculty of Physics, West University of Timisoara for 7 years, vice-rector of the West University of Timisoara for 13 years. He is also member of professional associations such as the European Physical Society, the Romanian Physical Society. As an evaluator and expert, Dr. Bunoiu has contributed to several national and international bodies, including ARACIS (The Romanian Agency for Quality Assurance in Higher Education), CNATDCU (National Council for the Recognition of Degrees, Diplomas and Certificates), CNCS (National Scientific Council of Scientific Research from Romanian Higher Education), ACPART (Romanian Qualification for Higher Education Agency), QLHE(Quality and Leadership in Romanian Higher Education Project), shaping the quality standards of higher education in Romania and beyond.
For his research activities, Mădălin Bunoiu was rewarded, in 2012, with the „Constantin Miculescu” prize of the Romanian Academy, Physics Section and for his entire activity he was rewarded, in 2019 with the „Les Palmes Academiques” order of the French Republic and, in 2023, as a sign of high appreciation for the special contribution made to the promotion of Romania’s image among the member states of the International Organization of Francophonie, the President of Romania conferred him the National Order „Faithful Service” in the rank of Knight.
