
Simon Roy leads the Higher Education Policy Team in the OECD’s Directorate for Education and Skills. The team’s work on higher education policy encompasses a wide range of topics, including efforts to improve the alignment of education with evolving skills needs, the implications of artificial intelligence of higher education policy, policies to support widened access and student success in post-secondary learning and approaches to managing financial and human resources in national higher education systems. The team is currently finalising a report drawing on the latest EAG data examining funding policies and the financial sustainability of OECD higher education systems. Other ongoing work focuses on policies to provide better skills intelligence to higher education systems, approaches to encouraging more people to pursue careers related to science, technology, engineering and maths (STEM) and public policy efforts to promote the development and uptake of micro-credentials to support advanced upskilling and reskilling for adults. Prior to joining the OECD in 2017, Simon worked for seven years on higher education policy issues at the European Commission, the civil service of the European Union.
