Tiberiu Dobrescu_The Romanian National Qualifications Framework
On June 26, 2025, ARACIS organized the final event in its series of four webinars dedicated to the Bologna Process and the three key commitments essential to the functioning of the European Higher Education Area (EHEA).
The webinar focused on the topic “The Framework of qualification in the European Higher Education Area” and explored the following aspects:
- The importance of qualifications frameworks;
- Romania’s recent updates regarding its national qualifications framework;
- The role of national authorities in managing qualifications frameworks and related registers;
- The need for ongoing review and updating of qualifications frameworks in response to new developments in education, such as micro-credentials;
- Challenges in implementing learning outcomes and the ECTS system across European countries.
The speakers were Professor Robert Wagenaar from the University of Groningen, the Netherlands, and Tiberiu Dobrescu, President of the Romanian National Qualifications Authority (ANC).
The webinar was moderated by Horia Șerban Onița, Coordinator of the EHEA Secretariat and former President of the European Students’ Union (ESU).
In his presentation, Professor Wagenaar emphasized the crucial role of qualifications frameworks within the Bologna Process, highlighting their contribution to enhancing transparency and comparability in European higher education. He also addressed the challenges related to the implementation of learning outcomes and the ECTS system in various European countries, underlining the importance of regularly updating the frameworks.
Professor Tiberiu Dobrescu presented the work of the National Qualifications Authority (ANC) in Romania, explaining how the country has adopted the European Qualifications Framework and detailing recent legislative updates. He also provided insights into the National Qualifications Register and Romania’s implementation of the ECTS system.
This webinar was part of a series of events marking the 20th anniversary of the Romanian Agency for Quality Assurance in Higher Education (ARACIS).
